So what is the goal I need to complete for FrontierVille Survey Authorizations?
You must collect 10 surveys from friends in order to go on to quest 2 (along with visiting 10 neighbors, and clearing 10 neighbors rubble). There will be an option right on the quest to ask friends.

what do I need to do to complete this or get the FrontierVille Survey Authorizations?
When you click “ask friends” to send you this survey you can post it to your wall and 3 friends can send you a survey, and then you will have to wait 3 more hours to post again and then another 3 friends can send this to you. You click ask friends on the quest itself OR if you’re really anxious you can pay 50 horseshoes to unlock it without having to get the surveys
