- Declare a War 2 times
- Help Osipov by a local show of force
- Get Support From Your Mafia (6x)
- Rob 15 Times in Moscow Break into Neo-Imperium strongholds to weaken them

To complete this mission you must:
- Build 1 Forearm Guard
- Build armor to survive their onslaught
- Loot 5 Ballistic Knives From Job & do the Silence A Political Critic job to gather ballistic knives

- Acquire 30 Bundle of Dynamite
